4 Important Upcoming Changes in Australian Skilled Migration For Regional Areas

In March 2019, the Federal government of Australia announced that there are going to be 23,000 extra places for regional skilled visas for skilled workers to live and work in regional areas of Australia. One of the major amendments that we are talking about is the “Introduction of Skilled Work Regional Provisional Visa – Subclass 491”. Subclass 491 will be a points-tested visa for skilled applicants sponsored by State or Territory government or a family member living in a designated regional area. Hence, this new visa will result in closing the Skilled Regional Provisional Visa – Subclass 489. In other words, we can say that Subclass 489 is superseded by Subclass 491. Subclass 491 will be introduced from 16 November 2019.
Subclass 494 – Skilled Employer Sponsored Regional (Provisional) Visa
One more important change is the introduction of an improved and enhanced employer-sponsored visa to distribute skill in regional Australia. This visa is basically the enhanced form of Subclass 187 – Regional Sponsored Migration Scheme Visa. Eligible Australian employers can sponsor the skilled applicant to meet the shortage of skill by working in regional Australia. This new visa will close the Subclass 187, except for some transitional cohorts. In other words, Subclass 187 is superseded by Subclass 494. However, this visa will also be introduced on 16 November 2019.
Subclass 191 – Permanent Residence (Skilled Regional) Visa
Subclass 191 is the permanent visa for the skilled workers and professionals who hold either Subclass 491 or Subclass 494. To get this permanent Australian visa, the applicant must have:
- Held a regional provisional visa (Subclass 491 or subclass 494) at least for three years at the time of application
- Fulfilled all the conditions of the regional provisional visa
- Earned minimum income while holding a regional provisional visa for at least three years
The commencement date announced for this permanent visa is 16 November 2022. The date is delayed because of the eligibility requirement of holding the regional provisional visas for at least three years.
Revised Points System
The Federal government of Australia is going to introduce some new changes to give economic benefits to regional Australia. Another major important amendment is the revision of “Points System” for General Skilled Migration and three new upcoming regional skilled provisional visas. Extra points will be awarded to the applicants for having the attributes that can contribute to meet the skill shortages in regional Australia. This change will give benefit to the applicants who are either single or have a skilled spouse or de facto partner. Details of the change in the points system are as follows:
- 15 additional points for applicants who are nominated by a State or Territory government
- 15 additional points for applicants who are sponsored by a family member residing in regional Australia
- 10 additional points for applicants who have a skilled spouse or de facto partner
- 10 additional points for applicants who have a certain Science, Technology, Engineering and Mathematics (STEM) qualifications
- 5 additional points for applicants who have a spouse or de facto partner with competent English
- 10 additional points for applicants who do not have a spouse or de facto partner
