The subclass 190 is a points-tested permanent visa under Australia's Skilled Migration Program. It's permanent from the day it's granted. No provisional stage. No second application later. No three-year wait like the 491.
The 189 ranks you on score alone. The skilled nominated visa subclass 190 puts a state government in the loop, so your work history and your connection to that state count as much as your points. A profile that gets ignored nationally can be exactly what one state is short of.

You commit to living in the nominating state for two years. It isn't an enforceable visa condition. But states record non-compliance, and it can affect future nominations for your family.

The 2-year commitment is a moral commitment under the nomination agreement, not a condition Home Affairs enforces. But breaking it can affect future nominations for your family and may surface in a character assessment. Best practice: stay the full two years.
