VET System – Simplifying VET Qualifications in Australia 2022!

The main focus of the Australian Prime Minister, Anthony Albanese, is to make the VET system better. He plans to make the VET system more productive, successful, and easy to follow. By doing so, students won’t have to repeat the same material repeatedly. As it’s highly inefficient and expensive.

 

The VET system currently offers a large number of VET qualifications and micro-credentials with notable similarities. It offers 56 nationally approved training packages, more than 1,200 qualifications, nearly 1,500 skills, and 15,400 Units of Competency. There are over 5,000 units that are 70% compatible with at least one other unit.

 

VET System – Duplicate Additional Training!

Students may need to pursue duplicate additional training. As the transferable skills are not well recognized. While duplicate additional training helps students to enhance their existing skills to move into a new job.

 

A student could require 4 qualifications to move from their first occupation to a new specialization, to a management role, and then to a new industry. It would take 10 years. As a part of the Australian Government’s efforts to make the VET system more understandable, it will collaborate with states and territories, unions, and industry. The Government is determined to provide Australians with valuable and relevant skills for today and for the future.

 

Any revision and reforms in this important area will consider the specific needs of the industry. By focusing on the skills that people need, Australia will benefit students, whose skills will be more transferrable to the workplace.

 

The system will be easier to understand for employers who consistently express their confusion about it. Moreover, it will be beneficial for TAFEs and training organizations dealing with complex and detailed requirements.

 

Qualification System in Australia!

Australia’s qualifications system has been the same since the 1990s. However, it’s outdated and no longer fit for intended purpose. The Australian training system must be efficient and dynamic, with skills specific to industries and use of transferrable skills across sectors. A system that acknowledges that an individual has previous experience, skills and knowledge.

 

The government aims to promote VET system that supports the lifelong learning of people as well as getting them jobs. A key objective is to improve and update workers’ skills throughout their careers.

 

Example of Duplication – Pest Control!

  • The current training system offers five pest controller qualifications. They range from Certificate 3 to Diploma, with 114 units of competency associated with them.
  • There are many of these units that are project-based and specific to a particular industry. As a result, it can limit their recognition across industries and their ability to lead to new careers.
  • Moreover, it should be noted that some of these skills are particularly for the pest control industry. Some skills could be shared across industries, allowing learners and employers to access more talent.
  • The way skills are applied or utilized varies by location, for instance in an urban or rural area. Though, it’s not necessary to develop duplicative training products for transferable skills.

Example of Hyper-Prescriptive Training Products – Cookery!

  • It is important to keep in mind that the units of competency, the basis of the current system, are often complex, and highly prescribed documents containing very detailed industry contexts and delivery requirements.
  • As an example, a certificate IV cookery qualification consists of over 700 requirements on 100 pages.
  • The units contain long lists of equipment. It includes different types of knives (chef’s, utility, vegetable, filleting, palette), tools and machines (from food processor, to a peeler, corer or slicer, to cleaning equipment).
  • It is not clear if learners and employers benefit from a highly prescriptive approach.
  • Rather, it restricts new ideas, flexibility and innovation in training delivery by RTOs. In addition, it limits the recognition of transferrable skills and the versatility of learners. With an emphasis on meeting audit requirements with RTO, it promotes compliance-driven training delivery and assessment.
