The Australian Prime Minister Scott Morrison has introduced a four-phase plan to manage the Covid-19 pandemic situation in the country. Scott Morrison has indicated the four-phase plan as a pathway to get out of the Covid-19 pandemic. It will hopefully end the lockdown in Australia, there’ll be no more travel restrictions for the vaccinated Australians and unlimited arrival caps for vaccinated travelers of Australia.

 

On Friday, July 02, 2021, Premier Scott Morrison has announced that National Cabinet and the state territories had agreed to the four-phase plan.

 

Statements by Scott Morrison on Four-Phase Plan

“The pathway we have agreed today, I think, gives all Australians encouragement and, I think, much needed hope in what has been a very difficult time,” he said.

 

According to Australian Premier Scott Morrison, a four-phase plan is a pathway to encourage the Australian residents and give them hope in this difficult time of the Covid-19 Pandemic. This is a pathway to open doors for people who want to travel from and to Australia. This plan has been designed for Australians to get their lives back to normal.

 

Four-Phase Plan  

The four-phase plan consists of  four stages that have been announced at a Press Conference on Friday, July 02, 2021.

 

Phase One – Vaccinate, Prepare, and Pilot

 

Scott Morrison has said that phase one would be known as Vaccinate, Prepare and Pilot. Australia is phase one according to Scott Morrison. This is a national vaccination plan for Australia in which all Australians will be completely vaccinated.

 

Australia will have 8 million doses of the Covid-19 vaccination while it had got 1 million doses in the past 8 days. Morrison said that it’s been predicted that all Australians would be vaccinated hopefully by the end of this year.

 

Though, the Australian Government will temporarily reduce the arrival of internal passengers on the major airports of Australia by 50 percent. The reduction in the commercial passenger arrivals aims to ease the pressure on quarantine facilities by July 14.

 

Simply reducing the caps doesn’t necessarily provide a fail safe, but because of the particular virulence of the Delta strain, it is believed that is a prudent action while we remain in this suppression phase of the virus,” Mr Morrison said.

 

While the Government of Commonwealth will be assisting the increased commercial flights to bring the offshore Australian residents back to the country. They will be staying in Darwin to get the quarantine facilities at Howard Springs.

 

“I would note in recent days and weeks that we have seen demand for those facilitated flights run by the Commonwealth having actually dipped and so those flights we have been bringing in have not been full because there hasn’t been the demand to take those up,” Mr Morrison said.

 

He further added that,

 

“I suspect that will change now with the commercial flight restrictions, then we will see that supply being fully taken up and we will be enhancing that.”

 

According to Premier Scott Morrison, the National Cabinet agreed that lockdowns would be used as a last option in Australia.

 

The Federal Government of Australia will take trial and pilot the other options of quarantine for separate jurisdictions that include the home quarantine for vaccinated people returning to Australia. This will be a small-scale trial that is set to take place in South Australia.

 

However, commercial trials will be increased for international students and Economic Visa Holders entering Australia. The Government of Australia may adopt the Digital Medicare vaccination certificate. Furthermore, the vaccinated people returning to Australia will quarantine for only 7 days instead of 14 days.

 

Phase Two – Post-Vaccination

According to Premier Scott Morrison, the second phase of this plan will be determined by scientific evidence and not by political concerns.

 

“Once we get through that gate, and that will be determined by the scientific evidence, then we will move into a phase where we seek to minimize serious illness, hospitalisation and fatality as a result of COVID-19,” he said.

 

Morrison was reported saying that they’ll look for the options to reduce the rate of illness and death rates caused by the Covid-19 Pandemic in Australia. However, actions and measures are yet to be decided to accomplish this goal.

 

Moreover, Scott Morrison said that the second phase of this plan contains the eased restrictions on vaccinated residents for lockdowns and border controls in Australia. However, lockdowns will be imposed only in extreme situations to prevent the death rates and hospitalization in Australia.

 

There’ll be a capped entry or students and the Economic Visa holders subject to the planning of quarantine and accessibility. Though, new quarantine arrangements for vaccinated residents will be based on the trial conducted in phase one. The Australian Government may also execute the Vaccine Booster Program which depends on the time period of hitting the vaccination threshold.

 

Phase Three – Consolidation

 

The third phase includes the management and ways to tackle the Covid-19 in the same manner as the other contagious diseases or viruses. Australian Premier Scott Morrison said that the third phase would treat the Covid-19 cases in the same way as other diseases are being treated.

 

“When it is like the flu, we should treat it like the flu and that means no lockdowns,” he said. 

 

Further, there would be no travel restrictions and lockdowns for the vaccinated residents of Australia. Likewise, there would be no caps on the vaccinated travelers returning to Australia. Moreover, there would be a Travel Bubble with other countries such as Singapore, Pacific Nations and some other countries.

 

Phase Four – Back To Normal

 

In phase four, vaccinated people would be able to enter Australia and need no quarantine. Whereas, caps will be abolished for unvaccinated travelers entering Australia.

 

What it means is, Australia gets vaccinated, Australia is able to live differently,” he said.

 

Morrison said that Australia will be able to live differently after getting vaccinated completely. Further, the vaccination targets have to be set by the modeling. Premier Scott Morrison added that modeling for the four-phase plan was important for its success.

The Government of Australia has commenced the four-phase plan for Australian residents. According to the four stages of this plan, there would be no caps and lockdowns in Australia.
