Australia is a country full of working opportunities for skilled workers and professionals. Last year, two-thirds of total permanent visas were granted to skilled people. The reason behind this is that Australia has a General Skilled Migration Program to meet the shortage of skills in different occupations. Many skilled people are invited each year to apply for a skilled visa. In addition, the Australian federal government has announced that there will be 23,000 extra visa spots from November 2019. These additional number of visas will be granted to the skilled workers and professionals to work in regional Australia.
In other words, new changes are made to the Australian skilled migration for regional areas. These amendments are basically the introduction of two temporary and one permanent Skilled Regional Provisional Visas. One more basic amendment is the revision of points system for an upcoming new visa as well as for existing General Skilled Migration Visas. The aim of introducing these amendments is to create a way for skilled people to work in regional areas of Australia.
Here are the details about the changes in skilled migration for regional areas:
Three New Skilled Regional Provisional Visas:
According to the Migration Amendment 2019, three new visas are going to be introduced:
1. Skilled Work Regional (Provisional) visa – Subclass 491:
This is a points-tested skilled visa for skilled applicants who are sponsored by the State or Territory government or a family member living in a designated regional area. However, this new visa will close the Skilled Regional Provisional Visa – Subclass 489. In other words, subclass 489 will be superseded by a subclass 491 from November 16, 2019.
2. Skilled Employer Sponsored Regional (Provisional) visa – Subclass 494:
This visa is an enhanced form of Regional Sponsored Migration Scheme visa – Subclass 187. Eligible Australian employers can sponsor a skilled applicant to meet the shortage of skill in regional Australia. However, this visa will close the Subclass 187 except for some transitional cohorts.
3. Permanent Residence (Skilled Regional) visa – Subclass 191:
This is a permanent visa for skilled workers and professionals who hold either Subclass 491 or Subclass 494. However, this visa will be commenced on November 16, 2022. Only a person who is holding either a Subclass 491 or 494 for at least three years and have earned a minimum income while holding a new regional provisional visa can apply for this permanent visa.
Changes in Points System:
One more highlighted change that we are going to talk about is the “revision of the points system”. These changes in the points system will award more points to the applicants who have such attributes to meet the skill shortage in regional Australia. This revised points system is for new visa Subclass 491 as well as for existing visas of General Skilled Migration. Details of changes in the points system are as follows:
1. Nomination by State or Territory Government:
15 additional points in the skill select points table are for the applicants who have a nomination by state or territory government of Australia.
2. Sponsorship by a Family Member Residing in Regional Australia
15 additional points for the applicants who have sponsorship by a family member residing in regional Australia.
3. Skilled Spouse or De facto Partner
10 additional points for the applicants who have a skilled spouse or de facto partner.
4. STEM Qualifications
10 additional points for applicants who have a Science, Technology, Engineering, and Mathematics (STEM) qualifications.
